Syntax: notitle
When notitle is turned off, you will see the player's full title after
their name when looking in a room. If you turn this toggle on, you will
only see the player name and their position (is here, is sleeping in/on,
etc.). This is similar to the effect 'brief 1' and 'brief 2' had prior to
V3, but is now a separate toggle.
